In October 2025, Paris Court of Appeal refused to extradite Ukrainian businessman. The extradition request was submitted by the Prosecutor General`s Office in October 2024, within the framework of an investigation conducted by the National Anti-Corruption Bureau.
The French court thoroughly examined:
- Ukraine’s compliance with its international human rights obligations,
- the impact of the ongoing war on the legal and penitentiary systems, and
- the adequacy of guarantees provided by the Ukrainian authorities to ensure fair trial rights.
Despite Ukraine twice submitting and elaborating its guarantees, the court concluded that extradition would violate Article 6 (right to a fair trial) of the European Convention on Human Rights.
