Recently, the President of Ukraine signed two Decrees imposing sanctions
- Decree No. 554/2025 imposes 10-year sanctions on 8 individuals and 45 legal entities.
The sanctioned individuals are citizens of Russia, China, India, Iran, and Azerbaijan.
Among them:
- Oleksandr Ushko – senior manager at LLC “TROS”, a company that circumvents EU sanctions.
- Viktor Fofanov – CEO of LLC “Volgotrans”, which facilitates oil transportation bypassing EU restrictions.
- Ahmed Kerimov – shareholder of 2Rivers Group, which controls vessels in Russia’s “shadow” fleet.
The sanctioned legal entities are companies linked to Russia’s shadow tanker fleet.
These entities are listed in EU Council Decision No. 2025/1478 dated July 19, 2025.
According to the President 🇺🇦, the sanctions are part of synchronizing with the EU’s 18th sanctions package.
Sanctions lists under this synchronization are now published on the official website of the Cabinet of Ministers of Ukraine.
