The President of Ukraine enacted Decree No. 778/2025, implementing the National Security and Defence Council’s decision on the application and lifting of sanctions.
- Lifting of sanctions
The restrictions imposed in 2023 on Israfil Aydinoglu Mammadov, a former member of the supervisory board of VTB Bank, have been lifted.
Mammadov currently holds the position of executive director of the State Oil Fund of Azerbaijan.
This is the second time the President of Ukraine has lifted sanctions in 2025.
- Imposition of sanctions
Sanctions have been imposed for a period of 10 years against 8 individuals and 10 legal entities.
The individuals are citizens of the Russian Federation and North Korea who provide funding for the Russian military-industrial complex.
Among them are:
- Pavel Marinichev, CEO of Alrosa, a company that finances the Russian budget through the extraction of minerals.
- Sergey Lukin – Director of the Tula Cartridge Plant, which manufactures ammunition and is part of the Kalashnikov Concern.
Legal entities – companies from Russia, China, Hong Kong and other countries that cooperate with the Russian defence-industrial sector.
Among them are:
- The military company Konvoy, controlled by Arkady Rotenberg and VTB Bank.
- PV Bridge, an international company that transports cargo from the EU to Russia.
- Stout, a manufacturer of electronic components for Russian military-industrial complex enterprises.
With this decree, Ukraine has fully synchronised its sanctions with the decisions taken by Japan in 2025.
