Decree No. 694/2025 imposes sanctions on 6 individuals for a period of 10 years.
The sanctions target propagandists who disseminated anti-Ukrainian publications and justified Russia’s armed aggression against Ukraine.
Among them are:
- Oleksandr Rogers – a Ukrainian journalist who publicly called for changing Ukraine’s borders.
- Kateryna Mizulina – a public figure and member of the Russian Federation’s Public Chamber under the President of the Russian Federation.
- Mykola Lagun – a Ukrainian businessman and former owner of Delta Bank.
Mr. Lagun is allowed to perform legal acts to fulfil his obligations to the Deposit Guarantee Fund, the State Mortgage Institution and banks.
Decree No. 695/2025 imposes sanctions for 10 years on 66 individuals and 13 legal entities.
The individuals are collaborators from Ukraine, Russia, France, and the Czech Republic who spread Russian propaganda and violate human rights in Crimea.
Among them are:
- Albert Kurshutov – Deputy Chairman of the Council of Ministers of the Republic of Crimea
- Valentina Lavryk – Minister of Education, Science and Youth of the Republic of Crimea
- Kirill Logvinov – Director of the Department of International Organisations of the Russian Ministry of Foreign Affairs
Legal entities are Crimean institutions and organisations that assist the Russian army in the war against Ukraine.
Decree #696/2025 imposes sanctions for 10 years on 11 citizens of Moldova who promote Russian narratives and oppose European integration.
