The UAE has significantly deepened its cooperation and can no longer be considered a “safe jurisdiction” for Ukrainians or Ukrainian businesses.
Cooperation is now comprehensive – both in extradition matters and in the field of international legal assistance.
International legal assistance
UAE authorities (1) respond to requests from their Ukrainian counterparts within up to six months, disclosing banking and corporate information, and (2) carry out investigative and procedural actions.
Extradition
In July, the UAE extradited to Ukraine an individual accused of fraud – the first extradition since the beginning of the full-scale invasion.
In addition, in September, the UAE returned to Ukraine a Member of Parliament suspected of state treason. The return took place outside the standard extradition procedure (court process) – based on political agreements.
Thus, the UAE can no longer be regarded as a “safe jurisdiction” for Ukrainians.
